Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: positive announcements are issued from different nations. Immense energy is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capacity provided through timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably provided by partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into grim resignation: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Following this, a automatic firearm fired at a drone in the vicinity, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a need that European nations are evidently unprepared to fill in the short term.
Failed Diplomacy
The 28-point plan from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.
Tactical Assessments
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is unrealistic to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does minimal to deter Moscow, through statements or actions, from assuming that the situation will not shift further in its favour in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
